Must play til HQ is level 10. It credited immediately upon hitting that level, for me.
I had a free $5 saved up in Google Play credit from their survey system, so I used that to buy the starter pack in game. This let me basically "quick-buy" my way to the level 10 HQ goal.
So even if you don't have free google play credit, you can spend $5 of your own money and stock up on gold in game, and just use that to buy your way through the requirements pretty quickly once you understand how the game works.
So you net 200 SB, or it would probably take about a week of playing the game otherwise, if you didn't want to put any monetary investment up front.
