The first daily goal ("Community Goal") is back to being different for different users, at least for me. I have 100, and the other person in the house has 120, even though I think she normally earns less than me. She also had a higher goal yesterday, although it's been the same for a few months. Also, it's rare for either of us to hit the second goal, so that's not why.
